public housing in determining levels of moderate
income, and adding thereto a provision that levels
of gross income designated as moderate by the County
Executive shall not exceed two hundred percent
(200%) of levels for Very Low Income families as
established by the Department of Housing and Urban
Development pursuant to the Housing and Community
Development Act of 1974; by revising the definition
of sales housing to provide that the price of
housing for sale in accordance with the requirements
of this Chapter shall include closing costs; by
changing the name Montgomery County Housing
Authority to read Montgomery County Housing
Opportunities Commission; and by deleting specific
price references, which are now covered by Executive
Regulations.

Chapter 13

ACT to amend the Montgomery County Code 1972, as
amended, by the addition thereto of a new Chapter
18A, title "Energy Conservation", to follow
immediately after Chapter 18 thereof, to set forth
the legislative findings of the County Council and
the statement of purpose of this legislation with
respect to the promotion of energy conservation and
the solution of the existing and future energy
problem throughout the County; to provide for the
development by the County Executive and submission
for approval by the County Council of an energy
conservation plan for Montgomery County; to set
forth the purpose and contents of the energy
conservation plan; to provide for a public hearing
to be conducted by the County Council on the energy
conservation plan; to authorize the County Council
to make certain modifications to the energy
conservation plan; to specify the procedure for
approval by the Council of the energy conservation
plan; to specify a procedure for amendment of the
energy conservation plan by the County Council or
the County Executive; to require periodic review of
the energy conservation plan and the annual updating
of that plan; to establish an Advisory Committee on
Energy Conservation to be appointed by the County
Executive, subject to confirmation by the County
Council; to specify membership, terms of office,
appointment and election of officers, meeting
procedures and voting requirements for the
committee; to authorize the Committee to appoint
subcommittees, advisory groups and task forces to
assist the Committee in fulfilling its duties and
responsibilities; to specify the duties and
responsibilities of the Committee; and to specify
certain duties and functions of the Executive Branch
of County government with respect to energy
