Section 29-57, title "Continuing rent
stabilization," and by the repeal and re—enactment
with amendments of subsection (a) of Section 29-75,
title "Operation and review of Article," to
authorize additional rent increases of 5% for
holdover tenants, 4% for holdover tenants who pay
either electric or gas utility fees directly and 3%
for holdover tenants who pay both electric and gas
utility fees directly after due notice and after 12
months have expired since the previous rent
increase; and to extend until December 31, 1975, the
County rent control provisions.

Chapter 7

AN ACT to repeal in its entirety, Chapter 41A, title
"Rent relief in lieu of tax credits," of the
Montgomery County Code, 1972, as amended, and to
enact in lieu thereof a new Chapter 41A, title "Rent
relief in lieu of tax credits," to amend the system
of rent relief in the form of grants for certain
renters based on income, age or disability, and net
worth; to specify the nature and amount of grants;
to set forth eligibility requirements for such
grants; to prescribe the procedure for application
and for administration; to define certain terms; and
to provide penalties for the filing of false or
fraudulent claims, reports or statements hereunder.

Chapter 8

AN ACT to amend Chapter 49, title "Streets and Roads," of
the Montgomery County Code 1972, as amended, to
repeal and re—enact with amendments, Section 49—16,
title, "Removal of trees, bushes, and other
obstructions to vision of persons operating vehicles
on public highways," to provide inclusion within its
provision the removal of obstructions which impede
pedestrian and bicycle travel on the public
rights-of-way.

AN ACT to amend Section 31-48A, title "Parking Permit
Areas", of Chapter 31, titled "Motor Vehicles and
Traffic", Montgomery County Code 1972, as amended,
to authorize the County Executive to establish a
parking permit fee for permits issued pursuant to
this Section in an amount sufficient to pay the
