Chapter 1
ACT to amend Chapter 27, Title "Human Relations and
Civil Liberties", of the Montgomery County Code 1972
by adding a new Article VI, title "Community Action
Agency", to follow immediately after Article V
thereof to provide generally for the creation of a
Community Action Committee appointed by the County
Executive, subject to confirmation by the County
Council, to serve as an advocate on behalf of
low-income groups, maintaining an overview of public
or private actions and proposals which affect them,
and taking constructive action in their best
interest; to research and analyze materials relating
to activities for these citizens; to review plans of
other governmental units concerning them; to conduct
educational programs and meetings; to counsel and
advise residents and governmental units concerning
the needs of low—income families and individuals;
and to conduct programs to meet those needs that are
not being met, or cannot be met, by existing or
proposed agencies.
Chapter 2
ACT to amend Section 21-4, title "County Fire Board",
of Chapter 21, "Fire and Rescue Service", of the
Montgomery County Code 1972, as amended, by
repealing and re—enacting with amendments subsection
(d) thereof, title "Budget and fiscal procedures",
to change from May 1, to the date specified in the
County Charter for approval of budgets, the date on
which the County Council must appropriate funds to
fund the consolidated fire tax district budget and
on which date the County Council must adopt
legislation reflecting changes, if any, in the fire
tax district boundaries which will affect the tax
levy for the following fiscal year; and to eliminate
the requirement for a separate public hearing over
and above the county's general budget hearings for
proposed reductions by the County Council of the
budgets certified by individual fire departments or
squads and for similar reductions proposed by the
Council in the consolidated fire tax district budget
as recommended by the Fire Board.
