AN ACT to make unlawful certain practices which violate a
person's rights or are discriminatory in the areas
of housing, employment, public accommodations, law
enforcement, financing, and related fields, to
disseminate information to the public in reference
to discriminatory practices; to establish a Human
Rights Commission empowered to determine general
Civil Rights policy and file complaints; to
establish an Office of Human Rights empowered to
enforce ordinances and regulations established
hereunder or otherwise assigned to its jurisdiction
by law; to provide for remedial actions and damage
awards for violation of provisions of this subtitle;
to transfer funds and assets from the previously
constituted Commission on Human Relations to the
Office of Human Rights as constituted hereunder; to
repeal Sections 12.200 through 12.207 of the Howard
County Code; and to add new Sections 12.200 through
12.213 to the Howard County Code.

Council Bill No. 39

AN ACT to repeal and re—enact with amendments Section
16.207(B) "Judicial Review" of Title 16 "Planning,
Zoning and Subdivision Control," Subtitle 2 "Zoning"
of the Howard County Code.

Council Bill No. 40

AN ACT to add Section 18.124(ff) to Title 18, "Public
Works" Subtitled "Public Utilities" of the Howard
County Code, to incorporate into the Metropolitan
District the individual parcels of land owned by the
Board of Education of Howard County and identified
as parcel Numbers 265, 249 and 292, tax map 35; and
further declaring this to be an emergency measure.

Council Bill No. 42

AN ACT to amend Title 21 of the Howard County Code (1972
Edition), "Traffic Control," by adding thereto a new
subtitle, entitled "Public Transportation," for the
purpose of authorizing the County Executive to
establish public transportation in Howard County,
providing generally for his duties and authority
relating to public transportation, and to create a
Board of Public Transportation and providing
generally for its duties and authority.
