AN ORDINANCE to add new Section 17-206 to the Anne
Arundel County Code (1967 Edition and Supplements),
Title 17, "Taxation", Subtitle 2, "Assessment and
Levy", to follow immediately after Section 17-205
thereof, to limit the period for which the County
may return taxes to certain blind or disabled
taxpayers.

AN ORDINANCE to repeal and re-enact, with amendments,
Sections 19-103, 19-105(b) and (c) , 19-106(b) and
(d) , 19-109, and 19-110 (a) of the Anne Arundel
County Code (1967 Edition and Supplements), Title
19, "Urban Renewal", Subtitle 1, "Generally",
authorizing Anne Arundel County to exercise certain
urban renewal powers; and to make certain technical
corrections in the law.
WHEREAS, following the adoption of the Anne Arundel
County Charter, the County Council enacted Sill No.
19-67, which codified Sections 19-100 through 19-110 of
the Anne Arundel County Code, referred to as the "Urban
Renewal Law". Those sections essentially incorporated
into the County Code Chapter 791 of the Laws of Maryland
of 1963. During this codification the words "Board of
County Commissioners" and "Board" as originally enacted
were changed to "the County", "the County Council", and
"the Council"; and
WHEREAS, confusion surrounding the legality of these
changes in the Urban Renewal Law in light of Charter
provisions requiring that legislative functions of Anne
Arundel County be vested in the County Council and
administrative and executive functions be vested in the
County Executive prompted the General Assembly to enact
Chapter 803 of the Laws of Maryland of 1975. Chapter 803
amended Chapter 791 of the Laws of Maryland of 1963 to
reflect the change in form of the Anne Arundel County
government and the resulting separation of powers between
the County Council and County Executive. Chapter 303
also stated that appropriate changes reflecting the
provisions of Chapter 803 be made in the Code of Anne
Arundel County. It is the purpose of this ordinance to
