WHEREAS, The 1976 regular session of the General Assembly
expires at midnight following the night of April 12,
1976, and the seventh day prior to that expiration
ended at midnight following the night of April 5,
1976; and
WHEREAS, As of midnight following the night of April 5,
1976, the Budget Bill for fiscal year 1976-77 (House
Bill 900, Senate Bill 370) had not been finally
acted upon;
NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
by virtue of the authority and direction contained
in Article III, Section 52(10) of the Constitution
of Maryland, do hereby extend the 1976 regular
session of the General Assembly until midnight
following the night of May 12, 1976, or such earlier
time as the Budget Bill for fiscal year 1976-77 has
been finally acted upon, whichever shall first
occur, subject, however, to such further extensions
as may be proclaimed in accordance with Article III,
Section 52(10) of the Constitution if the said
Budget Bill has not been finally acted upon by
midnight following the night of May 12, 1976.
EXECUTIVE ORDER OF MAY 25, 1976
OPEN MEETINGS POLICY
WHEREAS, The General Assembly of Maryland, by the passage
of Senate Bill 289 (1976 Session), has indicated its
determination that, as a matter of State policy,
public bodies should give public notice of its
meetings, conduct their meetings in an open manner,
and keep minutes of their proceedings, unless there
is some recognized reason not to do so; and
WHEREAS, Although Senate Bill 289 was vetoed because of
various uncertainties as to its scope, application,
and possible interpretation, the policy that it
expressed is important to the continued confidence
of the public in the operation of government at all
levels; and
WHEREAS, Implementation of that policy should commence as
soon as possible, and long before the proposed
effective date of Senate Bill 289 of July 1, 1977;
and
WHEREAS, Article 41, Section 14 of the Annotated Code of
