(7)    The President of the Prince
George's County Board of
Education, or his designee;

(8)    One person representing the Boards
of Education of Charles, Calvert,
and St. Mary's Counties, to be
selected by those respective
Boards.

(c) The two non—voting advisory members are
as follows:

(1)    One member of the General Assembly
from Prince George's County, to be
designated by the Governor;

(2)    One member of the General Assembly
from Charles, Calvert, or St.
Mary's County, to be designated by
the Governor.

3.     (a) The voting members of the Governing

Board are selected ex officio, by virtue
of their positions in State and local
government service, in order to allow
them to coordinate better the programs
under their direction. To that end, it
is not intended that membership on the
governing board constitute an office
within the meaning of the Maryland
Constitution. The members shall not
receive compensation or be issued a
Commission, and any reimbursement for
their expenses shall be from their
respective State or local agencies.

(b) For organizational purposes only, the
governing board shall be part of the
Department of Health and Mental Hygiene.

4.     A Citizens Advisory Board is created pursuant
to Article 59, Section 32A of the Annotated
Code of Maryland. The Board consists of seven
persons to be appointed by the Governor in
accordance with said Section 32A.

5.     The provisions of this Executive Order are
subject to the provisions of the aforesaid
Agreement, a copy of which is attached to and
made part of this Executive Order, and shall
remain in effect only so long as the said
Agreement remains in effect.
