this project by the Comprehensive Health Planning
Agency requires the appointment of a seven member
Citizens Advisory Board; and

WHEREAS, The project, as provided for in the plan and
Agreement, does not involve the creation of a new
program, but rather a better method and device for
coordinating existing programs and services carried
on or supervised by State and local executive
agencies;

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF MARYLAND,
BY THE AUTHORITY VESTED IN ME BY ARTICLE II, SECTION
24, OF THE CONSTITUTION OF MARYLAND, AND BY ARTICLE
41, SECTION 15C OF THE ANNOTATED CODE OF MARYLAND,
HEREBY ISSUE THE FOLLOWING EXECUTIVE ORDER,
EFFECTIVE IMMEDIATELY.

1.     A governing board is created and is authorized
to perform the functions set forth in the
Agreement dated October 8, 1975, among the
State Department of Health and Mental Hygiene,
the State Department of Education, the State
Department of Human Resources, Prince
George's, Charles, Calvert, and St. Mary's
Counties, the boards of education of those
counties, and the Department of Health of
Prince George's County.

2.     (a) The board consists of eight voting

members, and two non—voting advisory

members.

(b) The voting members are as follows:

(1)    The Secretary of Health and Mental
Hygiene, or his designee;

(2)    The State Superintendent of
Schools, or his designee;

(3)    The Secretary of Human Resources,
or his designee;

(4)    The Director of the Juvenile
Services Administration, or his
designee;

(5)    The County Executive of Prince
George's County, or his designee;

(6)    The Chairman of the Tri County
Comprehensive Health Planning
Council, or his designee;
