EXECUTIVE ORDER OF OCTOBER 14, 1975
REGIONAL CENTERS FOR EMOTIONALLY DISTURBED
YOUNGSTERS
WHEREAS, The State of Maryland owns a facility at
Cheltenham, Maryland which has been operated as a
correctional facility for male youths by the
Juvenile Services Administration; and
WHEREAS, The Juvenile Services Administration, in line
with current philosophy concerning the treatment of
youthful offenders and children in need of
supervision, has decided to phase out the
institutional commitment program at that facility;
and
WHEREAS, The facilities at Cheltenham would accommodate a
regional multi-purpose center designed to serve
children and youths with special needs from the
Southern Maryland area (Prince George's, Charles,
Calvert, and St. Mary's Counties); and
WHEREAS, A task force composed of representatives from a
number of State and local agencies has developed a
plan for the development of such a regional center
at Cheltenham which as received the approval of the
State Department of Health and Mental Hygiene, the
State Department of Education, and the four counties
and their boards of education in the Southern
Maryland region; and
WHEREAS, The concepts involved in this plan have received
approval by the General Assembly through budgetary
actions taken by it; and
WHEREAS, The overall goal of establishing a regional
center where State and local interagency services
can be coordinated for the benefit of emotionally
disturbed youngsters is a desirable one anticipated
by the General Assembly in the enactment of Chapter
359, Acts of 1973; and
WHEREAS, The plan and Agreement for the creation and
operation of this project requires that I appoint an
interagency governing board to superintend the
project; and
WHEREAS, Pursuant to the provisions of Article 59,
Section 32A of the Annotated Code of Maryland, the
Certificate of Conformance issued with respect to
