invite to serve in an ex officio capacity members of
the public at large who, in its judgment,
demonstrate a continuing interest in environmental
matters.
The Council will coordinate the policies and
practices of State government to insure that the
quality of the environment is protected or improved
wherever possible in the conduct of State business.
When requested by the Chairman, the Council will
study proposals for major installations which may
have profound impact on the environmental quality of
the State and will offer its recommendations to the
appropriate regulatory agencies. On a continuing
basis, the Council will review the conditions of
Maryland's environment and recommend the development
of new programs and policies whenever appropriate.
The Council will assist in coordinating the
wide array of Federal and State activities so that
within the State of Maryland there is an overall
unified Federal and State program to develop natural
resources and protect the environment.
It shall be the duty of all agency heads and
employees of the State to cooperate fully with the
Council in matters dealing with the restoration,
preservation and maintenance of the quality of
Maryland's environment and her natural resources.
To that end, the Directors of the agencies shall
promptly conduct studies, prepare reports, present
testimony or do any other lawful and reasonable act
requested by the Council.
Administrative, clerical and other supporting
services or facilities to aid the Council in the
execution of its duties will be provided through
arrangements with the Governor's Office.
[The initial membership of the said Council
shall consist of the following persons;

Health and Mental Hygiene
J. Millard Tawes, Secretary of Natural
Resources
Vladimir A. Wahbe, Secretary of State
