Exchange is under a six month "purchase of service"
contract with the Department, but, because of an
insufficiency of federal and State funds, funding under
Title XX for this program had to be cut in Fiscal Year
1977.
My principal objection to the bill is that it is
meaningless. A requirement that the Secretary include
particular funds in his proposed budget is of little or
no consequence in terms of whether such funds will ever
be appropriated, especially if the Secretary does not
support the item. In this instance, the Secretary has
recommended that the bill be vetoed.
However worthy this program may be, there are others
that are equally worthy of consideration, each competing
for scarce funds. The Department believes, with
justification, that it would be poor public policy to
legislate spending priorities in piecemeal fashion
without the benefit of an overview of the entire Title XX
program. If the intent of this bill were to be carried
out, it would simply mean that some other program or
service, which may be more important, would suffer.
For these reasons, I have vetoed House Bill 1875.

Fair
AN ACT concerning
Creation of a State Debt — Maryland State Fair
FOR the purpose of authorizing the creation of a State
Debt in the amount of $5,000,000, the proceeds to be
used for improvements to the fair ground facilities
of the Maryland State Fair and Agricultural Society,
Inc. at Timonium [[,and]]; providing generally for
the issue and sale of bonds evidencing such loan;
and providing that no part of the proceeds or assets
shall ever be distributed among or inure to the
benefit of the shareholders of the Maryland State
Fair and Agricultural Society, Inc.
