Senate Bill 854, which was enacted by the General
Assembly and signed by me on April 13, 1976, accomplishes
the same purpose.

Therefore, it is unnecessary for me to sign House
Bill 1770.

House Bill No. 1875 - Child Adoption Program

AN ACT concerning

Child Adoption Program

FOR the purpose of requiring that the Secretary of Human
Resources include in the proposed budget for certain
years an amount of money sufficient to qualify for
federal matching funds.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution I have today vetoed House Bill
1875.

This bill requires the Secretary of Human Resources
to include in his proposed budget for fiscal year 1978
and each succeeding fiscal year funds sufficient to
qualify for matching funds under Title XX of the Social
Security Act for participation in an adoption resource
exchange program for children with special needs.

The bill is directed at the funding of a private
corporation known as the Children's Adoption Resources
Exchange. This agency performs a worthwhile service of
distributing to potential adoptive parents information
concerning adoptable children who are hard to place
because of handicaps or other special circumstances. The
