(II) SHALL BE APPOINTED BY THE GOVERNOR

ON THE RECOMMENDATION OF THE SECRETARY FOR A TERM OF FIVE
YEARS OR UNTIL A SUCCESSOR IS ELECTED OR APPOINTED,
HOWEVER, EXCEPT AS PROVIDED IN THIS SECTION HE MAY NOT
SERVE MOPE THAN TWO SUCCESSIVE TERMS; AND

(5) A MEMBER OF THE GENERAL PUBLIC WITH A
MINIMUM OF THREE YEARS IN THE FIELD OF ANIMAL WELFARE WHO
SHALL BE APPOINTED BY THE GOVERNOR ON THE RECOMMENDATION
OF THE SECRETARY FOR A TERM OF FIVE YEARS OR UNTIL A
SUCCESSOR IS ELECTED OR APPOINTED, HOWEVER, EXCEPT AS
OTHERWISE PROVIDED IN THIS SECTION, HE MAY NOT SERVE MORE
THAN TWO SUCCESSIVE TERMS.

[(c) (1) The Governor shall appoint the members of
the Board upon the recommendation of the Secretary. Each
appointment shall be made from a list of at least three
names for each vacancy submitted to the Governor, or to
the Governor—elect, by the Maryland Veterinary Medical
Association.

(2)    Recommendations shall be by vote of a
majority present at a regular or special meeting of the
Association membership and the president or secretary of
the Association shall certify the recommendations to the
Governor.

(3)    The Governor shall notify the
Association promptly of any vacancy occurring other than
by expiration. Nominations to fill the vacancy shall be
made pursuant to the procedures provided by paragraph
(1).]

f (d) Each member serves a term of five years or
until his successor is elected and qualified. A member
is not eligible to serve for more than two full
successive terms except as otherwise provided in this
section. If any member ceases legally and physically to
reside in the State, his office is vacant.]

[(e) The Governor shall remove any of the seven
veterinary practitioner members upon recommendation of
the Maryland Veterinary Medical Association for
misconduct in office, incompetence, immorality, willful
neglect of duty, or any cause which is a ground for
revocation of a license to practice veterinary medicine
in the State. The member may be removed only after
reasonable notice and an opportunity for hearing is
provided.]

SECTION 2. AND BE IT FURTHER ENACTED, That Sections
2—311(e) and (f), respectively, of Article — Agriculture,
of the Annotated Code of Maryland (1974 Volume and 1975
Supplement) be and they are hereby renumbered to be
Sections 2-311(f) and (g), respectively.

SECTION 3. AND BE IT FURTHER ENACTED, That new
Section 2—311(e) be and it is hereby added to Article —
