Agriculture, of the Annotated Code of Maryland (1974
Volume and 1975 Supplement) to read as follows:

Article — Agriculture

2-311.

(E) THE SECRETARY, ON REQUEST BY EITHER PARTY OR
BOTH, MAY REVIEW DECISIONS OF THE BOARD, AND AFFIRM,
REVERSE, OR ORDER A REHEARING AS THE SECRETARY CONSIDERS
NECESSARY.]]

(b) The Board has seven members [who], FIVE OF

WHOM:

(1) Are licensed and registered

veterinarians of the State;

(2) Are residents of the State;

(3) Have engaged in active practice for five
years at some time;

(4) Are in good standing; and

(5) Are appointed and qualified.

OF THESE FIVE VETERINARIAN MEMBERS, AT LEAST [[ONE
MOST HAVE HIS PRACTICE]] TWO MUST HAVE THEIR PRACTICES
PREDOMINATELY FOR LARGE ANIMALS. TWO MEMBERS OF THE
BOARD SHALL NOT BE VETERINARIANS.

(c) [(1)] The Governor shall appoint the members

of the Board WITH THE ADVICE AND CONSENT OF THE SENATE

[upon the recommendation of the Secretary]. Each

appointment shall be made from a list of at least three
names for each vacancy submitted to the Governor, or to
the Governor-Elect, by the [Maryland Veterinary Medical
Association] SECRETARY.

[(2) Recommendations shall be by vote of a
majority present at a regular or special meeting of the
association membership and the president or secretary of

the association shall certify the recommendations to the

Governor.

(3) The Governor shall notify the

association promptly of any vacancy occurring other than
by expiration. Nominations to fill the vacancy shall be
made pursuant to the procedures provided by paragraph

(1).]

(e) The Governor shall remove any of the [seven
veterinary practitioner] members [upon recommendation of

the Maryland Veterinary Medical Association] for

misconduct__in office, incompetence, immorality, willful

neglect of duty, or any cause__which is a ground for

revocation of a license to practice veterinary medicine
