VETOES

This bill attempts to provide a termination date for
State bond authorizations.

The Attorney General has advised me that, while
Senate Bill 331 does not contain constitutional
infirmities requiring veto, it does contain numerous
serious ambiguities impeding proper construction. A copy
of the Opinion of the Attorney General is attached and
should be considered a part of this veto message.

Since Senate Bill 331 affects the continued validity
of all State bond issues, its provisions must be
absolutely clear and free of doubt. Therefore, in light
of the questions raised by the Attorney General as to the
interpretation of this bill, I have decided to veto
Senate Bill 331.

Senate Bill No. 332 - Reciprocity for Electrical Licensing

AN ACT concerning

Electrical Licenses — Reciprocity [[and Bonding]]

FOR the purpose of providing reciprocity for all
electrical licensing [[and including provisions
relating to bond requirements for licenses]]; and
creating a new subtitle.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
332.

This bill provides reciprocity for all electrical
licensing.

House Bill 501, which was enacted by the General
Assembly and signed by me on May 4, 1976, accomplishes
