A House Joint Resolution concerning

Commission on [[Local Government —]] Special
Taxing Districts

FOR the purpose of requesting     the appointment of a

commission to study [[local   government in Maryland,

with particular emphasis       on]] special taxing
districts in Maryland.

In the post World War II era, the State of Maryland
has been one of the leaders throughout the nation in
taking a positive, thoughtful approach to local
government. For instance, in 1954, the citizens of
Maryland approved a Constitutional Amendment which gave
the municipal corporations throughout the State broad
Home Rule powers. Code Home Rule and Chartered
Government have dealt in a profound manner with local
county government in the past several decades.

One area of local government which has so far
escaped review has been that of the Special District.
While the number of municipal corporations and counties
has remained static in recent years, every year or two
sees the creation of an additional Special District. A
thorough review of these Districts would seem to be a
good idea; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
commission be established to study the problems of
[[local government in Maryland, with particular emphasis
on]] Special Districts and their creation,
administration, and termination; and be it further

RESOLVED, That the Commission contain at least the
following members, to be selected by the Speaker of the
House of Delegates and the President of the Senate:

1.    Maryland Technical Advisory Service of
the University of Maryland, College Park.

2.    Maryland Municipal League, Maryland
Avenue, Annapolis, Maryland 21401.

3.    A representative of the Maryland
Municipal Attorney's Association[[; and be it further]].
