Capital Park and Planning Commission, two members of the
Senate of Maryland to be appointed by the President, two
members of the House of Delegates of Maryland to be
appointed by the Speaker, and six members of the public,
three each appointed by the President of the Senate and
Speaker of the House of Delegates. One of the public
members shall be designated as the Chairman of the
Commission jointly by the President and the Speaker. The
appointments shall be made before May 1, 1976; and be it
further
RESOLVED, That the Commission shall study the
problems of developing an adequate public facilities
program with the cooperation of State and local
governments and concerned citizens groups; [[prepare
draft legislation necessary to implement Statewide
adequate public facilities planning; and report to the
General Assembly the proposed legislative and supportive
findings no later than November 1, 1976]] consider the
feasibility of a statewide program and legislation to
implement it if necessary; and report to the General
Assembly by November 1, 1976; and be it further
RESOLVED, That each political subdivision of the
State is urged to adopt interim [[legislation, pending
the Commission Report or the adoption of State and local
adequate public facilities legislation,]] plans to
restrict subdivision approval where evidence indicates
inadequate provision for public facilities; and be it
further
RESOLVED, That copies of this Resolution be sent to
the Secretary of the State Department of Planning, 102 W.
Preston Street, Baltimore, Maryland 21201; the Maryland
Association of Counties, 169 Conduit Street, Annapolis,
Maryland 21404; the Maryland Municipal League, 76
Maryland Avenue, Annapolis, Maryland 21404; The Regional
Planning Council, 701 St. Paul Street, Baltimore,
Maryland 21202; the Maryland National Capital Park and
Planning Commission, 8787 Georgia Avenue, Silver Spring,
Maryland 20907; the President of the Senate of Maryland;
the Speaker of the House of Delegates of Maryland; and
the chief executive officer and each member of the
legislative branch of Baltimore City and each County in
Maryland.
