No. 73
(House Joint Resolution No. 125)
A House Joint Resolution concerning
Adequate Public Facilities Planning
FOR the purpose of creating the Adequate Public
Facilities Planning Commission to study the
development and implementation of Statewide
[[adequate public facilities legislation]] plans for
adequate facilities; and encouraging local
implementation of interim [[legislation]] plans.

rapid, speculative, and uncoordinated growth. Presently
there is a lack of coordination among local

controlled, and fiscally responsible regional and
Statewide growth.
There is a need for comprehensive, Statewide
planning to insure that adequate facilities exist or are
planned or developed in order to anticipate and prevent
problems of health, safety, traffic congestion,
overcrowded schools and environmental damage; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That a
Commission created by the Legislature, to be known as the
Adequate Public Facilities Commission, be established;
and be it further
RESOLVED, That the Commission be composed of the
following persons or their designees: the Secretary of
the State Department of Planning, the Chairman of the
Maryland Association of Counties, the Chairman of the
Maryland Municipal League, the Chairman of the Regional
