WHEREAS, There exists a potential for harm through
accidental or intentional abuse, misuse, or destruction
of this personal information; and
WHEREAS, The State of Maryland has a responsibility
and obligation to protect the privacy of its citizenry;
now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor of Maryland is requested to appoint a
commission for the purpose of (1) reviewing the policies
and practices relating to collection, storage, use,
retrieval, and dissemination of data on individuals in
this State [[computer data systems]], (2) providing for a
general inventory of categories of such data which is
maintained, (3) recommending appropriate legislation to
the General Assembly consistent with federal law, (4)
recommending policies and procedures for the operation of
[[State]] data systems to insure the privacy and security
of such data while enabling the State to function
effectively, and (5) making a report to the Governor and
the General Assembly in one year's time; and be it
further
RESOLVED, That this Commission shall be comprised of
the following [[14]] 15 members:
1. The Chief [[of Management]] of the
Division of Management Information Systems of the
Department of Budget and Fiscal Planning;
2. [[A representative of the Motor Vehicle
Administration designated by its Administrator]] The
Assistant Director for Management Information of the
Department of Transportation;
3. The Director of Data Processing from the
Department of Human Resources;
3a. The Director, Data Systems, from the
Department of Health and Mental Hygiene;
Center;
4. The Director of the Annapolis Data
5. The Chief of Information Systems of the
Department of Public Safety and Corrections;
6. The Data Center Director of the College
Park Campus of the University of Maryland;
7. Two members of the House of Delegates
appointed by the Speaker of the House of Delegates;
8. Two members of the Senate of Maryland
appointed by the President of the Senate;
9. Four members of the public to be
