JOINT RESOLUTIONS

No. 63

appointed by the Governor of the State of Maryland from
experts or laymen in the field of computers; and be it
further

RESOLVED, That copies of this Resolution be
distributed to the Governor, the President of the Senate,
and the Speaker of the House of Delegates.

(House Joint Resolution No. 147)

A House Joint Resolution concerning

Inter—agency Cooperation — Handicapped Children

FOR the purpose of requesting those State agencies that
provide services for handicapped children to [[form
a council for]] develop a plan of inter-agency
cooperation in matters of identifying, defining,
evaluating, and providing services for handicapped
children.

WHEREAS, Over 100,000 Maryland children with
physiological and psychological handicaps are known to
agencies of the State government, and it is believed
there are a substantial number more; and

WHEREAS, The Divisions of Special Education,
Instruction, Vocational-Technical Education, and
Vocational Rehabilitation of the State Department of
Education; and the Administrations of Juvenile Services,
Mental Health, Mental Retardation, and Preventive
Medicine of the State Department of Health and Mental
Hygiene; and the Social Services Administration of the
State Department of Human Resources, along with
innumerable private and other agencies are all actively
engaged in providing services for handicapped children;
and

WHEREAS, The problem of defining handicaps,
identifying handicapped persons, diagnosing handicaps,
developing effective programs, and evaluating both
persons and programs are only beginning to receive the
attention from society that they need; and

WHEREAS, The administration of programs for the
handicapped is in a dynamic condition of continuing
change and growth with all the attendant problems
inherent in such a situation; now, therefore be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the State Departments of Education, Health and Mental
