2648 JOINT RESOLUTIONS No. 21
The General Assembly of Maryland has consistently
supported any decision aimed at fostering free
competition among enterprises, and only in the event of
impending serious adverse effects on the economy and
welfare of this State has the General Assembly voiced
disapproval.
It is imperative to join immediately with the
Maryland savings and loan associations in opposition to
the application, because the branching out of the
District savings and loan associations into Maryland
would seriously undermine the interest of local savings
and loan associations and, consequently, adversely affect
the economy of this State.
In the absence of current fair, reasonable, and
comprehensive safeguards protecting small savings and
loan associations, suppression of competition, rather
than free competition, would prevail in the savings and
loan industry.
The present system, which generally confines
operations of the savings and loan associations within
each state's boundaries, has worked well, and any change
in the opposite direction would cause irreparable damages
to an already unsettled economy in this and adjoining
states; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Maryland General Assembly urge the Federal Home Loan
Board not to grant approval for savings and loan
associations to open branch offices across state lines,
with specific reference to the application of Columbia
Federal Savings and Loan Association to open a branch
office in Montgomery County, and be it further
RESOLVED, That a copy of this Resolution be sent to
the Federal Home Loan Bank Board; and to the Maryland
Congressional Delegation: Senators Charles McC. Mathias,
Jr. and J. Glenn Beall, Jr., Senate Office Building,
Washington, D.C. 20510; and Representatives Robert E.
Bauman, Clarence D. Long, Paul S. Sarbanes, Marjorie S.
Holt, Gladys N. Spellman, Goodloe E. Byron, Parren J.
Mitchell, and Gilbert Gude, House Office Building,
Washington, D.C. 20515.
