WHEREAS, Private in holdings in some cases may be
subject to development that would diminish the natural
value of State lands; and

WHEREAS, The Garrett County Comprehensive Plan
raised legitimate questions and concerns regarding the
effect of Department of Natural Resources land holdings
on the local economy and land use patterns; and

WHEREAS, Both State and county concerns might be
served by consolidation of Department of Natural
Resources lands in Garrett County, to include acquisition
of some key lands and disposal of outlying, surplus, or
low value lands; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Secretary of Natural Resources be requested to
conduct a study of the Department of Natural Resources
land ownership in Garrett County in order to evaluate the
suitability of lands for acquisition, trade, or disposal;
to develop a plan and proposal for consolidation of
Department of Natural Resources lands; to consult
throughout such study and plan development with the
Commissioners of Garrett County; to seek public input in
the development of such a plan; and to report his
findings to the Board of Public Works and the General
Assembly by September 1, 1976; and be it further

RESOLVED, That copies of this Resolution be sent to
the Board of Public Works, the Secretary of Natural
Resources, and the Commissioners of Garrett County.

(Senate Joint Resolution No. 66)

A Senate Joint Resolution concerning

Savings and Loan Associations

FOR the purpose of urging the Federal Home Loan Bank
Board not to grant the request of savings and loan
associations located in the District of Columbia to
open branch offices outside the District and in the
State of Maryland.

The Federal Home Loan Bank Board is presently
considering an application filed by the Columbia Federal
Savings and Loan Association to open a branch in the
Maryland suburbs. Numerous suburban Maryland savings and
loan associations have written formal protests opposing
the application.
