RESOLVED, That subsidized housing projects for the
elderly include utilities in the cost of rent, in order
to protect elderly residents against unaffordable utility
rate increases; and be it further

RESOLVED, That copies of this Resolution be sent to
the Maryland Congressional Delegation: Senators Charles
McC. Mathias, Jr. and J. Glenn Beall, Jr., Senate Office
Building, Washington, D.C. 20510; and Representatives
Robert E. Bauman, Clarence D. Long, Paul S. Sarbanes,
Marjorie S. Holt, Gladys N. Spellman, Goodloe E. Byron,
Parren J. Mitchell, and Gilbert Gude, House Office
Building, Washington, D.C. 20515.

(Senate Joint Resolution No. 61)

A Senate Joint Resolution concerning

Mentally Retarded - Residential Needs

FOR the purpose of requesting the Governor to appoint a
commission to study the residential needs of the
mentally retarded, both institutional needs and
community—based needs.

WHEREAS, There has never been a complete and
comprehensive Statewide study of the residential needs of
the mentally retarded; and

WHEREAS, The Mental Retardation Administration
wishes to spend approximately $25,000,000 to renovate
Rosewood Center; and

WHEREAS, The financial resources committed to the
development of community—based residential programs has
been minimal; and

WHEREAS, The Mental Retardation Administration has
made little use of alternative living units such as
apartments, group homes, and intermediate care
facilities/nursing homes; and

WHEREAS, The type of residential services provided
in State-operated institutions may in some cases be
inappropriate; and

WHEREAS, The State—operated institutions for the
retarded are serving a large number of individuals that
do not require such a high level of care; and
