Whereas, People, because of the fear of crime, do
not use the facilities they are paying for; and

Whereas, Mounted police would be ideal       for

patrolling bike paths, bridle paths and park areas   which

car patrols and foot patrolmen cannot reach;        now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
Commissioner Pomerleau is requested to study the
possibility of assigning additional mounted police to
these areas and any other suitable parks; and be it
further

RESOLVED, That copies of this Resolution be sent to
Commissioner Donald Pomerleau, Mayor William Donald
Schaefer, the Honorable Walter Orlinsky, President of the
City Council, and Governor Marvin Mandel.

(Senate Joint Resolution No. 58)

A Senate Joint Resolution concerning

Federal Rent Subsidies for the Elderly

FOR the purpose of requesting the Federal Government to
increase rent subsidies to senior citizens; and
requesting subsidized housing projects to include
utilities in rental costs.

The present adverse economic conditions have been
especially hard on the elderly. Most senior citizens
must live on fixed incomes; recent increases in Social
Security benefits are insufficent to cover increases in
rent, food and utility costs.

Federal rent subsidies were designed to ease the
financial burden on the elderly. However, when HUD
grants rent increases to subsidized apartment projects
without concurrently raising rent subsidies, the elderly
residents are forced to absorb costs which they plainly
cannot afford.

No senior citizen should be forced to choose between
paying rent and going without food or utilities. It is
unconscionable to deny these elderly people the right to
live with dignity; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body urges the federal government to increase rent
subsidies for the elderly in amounts sufficient to cover
