WHEREAS, The severely, profoundly, and multiply
handicapped individuals that do require an
institutional—type of service are often denied such care
because of the large number of inappropriately placed
individuals; and

WHEREAS, The St ate—operated institutions and
community—based residential programs almost always have
long waiting lists; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
this Body requests that the Governor, President of the
Senate, and Speaker of the House of Delegates establish a
commission for the purpose of developing a comprehensive
long—range plan for the provision of residential services
for Maryland's retarded citizens. The commission should
consist of at least two representatives from the Maryland
Association for Retarded Citizens, Inc., one
representative from an independent provider of
residential services, the Director of the Mental
Retardation Administration, one representative from the
State Developmental Disabilities Council, one
representative from the Department of State Planning, one
representative from the Rosewood Association for the
Retarded, three members of the Senate and three members
of the House of Delegates (including one Senator and one
Delegate who serve on the Joint Subcommittee on the
Capital Budget) , one superintendent of a State—operated
institution for the retarded; and be it further

RESOLVED, That the commission investigate the
relationship between the expenditures for State
institutions and community—based residential programs;
and be it further

RESOLVED, That the commission investigate the use of
alternative living units such as nursing homes,
apartments, subsidized housing, etc.; and be it further

RESOLVED, That the commission investigate and
determine the Statewide need for institutional-type beds;
and be it further

RESOLVED, That the commission determine the
Statewide need for community—based residential care; and
be it further

RESOLVED, That the commission investigate and
recommend solutions to the problem of inappropriate
institutional placement: and be it further

RESOLVED, That the commission develop a long—range
comprehensive plan for the provision of all types of
residential services within the State of Maryland; and be
it further

RESOLVED, That the commission shall report its
findings to the Governor and the General Assembly no
