WHEREAS, The Task Force will issue a final report
and recommendations by the spring of 1976; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
copies of the final report of the Task Force on
Educational Programs for Disruptive Youth be distributed
to each member of the General Assembly; and be it further

RESOLVED, That because of the importance and urgency
of the problem of disruptive students the final report
and recommendations of the Task Force be placed on the
agenda of the 1976 Legislative Council for study and
possible legislative action.

A Senate Joint Resolution concerning

[[Establishment of]] Small Business [[Commission]]

FOR the purpose of [[establishing a Small Business
Commission to protect and]] requesting Department of

Economic and Community Development to conduct a

study to determine ways to promote the interests of
the small businessman and to promote the growth of
small business in the State.

WHEREAS, Small independent businesses in Maryland
account for over 40 percent of the State's gross product
and over 50 percent of its jobs; and

WHEREAS, These small businesses are not represented
at the State level by any agency, board or commission;
and

WHEREAS, The interests of environmentalists, labor
and consumers are adequately represented by various
agencies, boards and commissions; and

WHEREAS, The small businessman finds it more and
more difficult to stay in business with taxes levied at
every level of government and increasing responsibilities
for employees and consumers without adequate attention to
the problems of a small business; and

WHEREAS, It is important for the State to give its
recognition to this large segment of the Maryland
economy; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
