RESOLVED, That copies of this Resolution be
delivered to the Secretary of the Department of Health
and Mental Hygiene with a request to forward them to the
appropriate divisions within the Department, and to the
Maryland State Chamber of Commerce.

A House Joint Resolution concerning
Disruptive Students in Schools
FOR the purpose of requesting the 1976 Legislative
Council to study for possible legislative action the
report of the Task Force on Educational Programs for
Disruptive Youth.
WHEREAS, The increasing number of disruptive
students has had an adverse impact on the educational
process in public schools throughout the State of
Maryland; and
WHEREAS, Senate Resolution 74 of the 1974 General
Assembly requested the State Superintendent of Schools to
appoint a special task force to make an in—depth study of
the changes needed in the educational system throughout
the State to enable the schools to work effectively with
the increasing percentage of youth who cannot function
within regular school programs; and
WHEREAS, The State Superintendent appointed the Task
Force on Educational Programs for Disruptive Youth in the
fall of 19 74; and
WHEREAS, The Task Force represents the educational
profession, parents, students and lay personnel; and
WHEREAS, The Task Force has surveyed secondary
school principals in the State to determine the number of
disruptive youth in grades 7 through 12 and the types of
behavior causing the most disruption; and
WHEREAS, The Task Force held three regional
workshops, attended by educators, students, parents, and
community representatives, to obtain recommendations as
to needed educational programs; and
WHEREAS, The Task Force has prepared and
disseminated an interim report which will be studied and
reacted to, during the fall and winter of 1975, by a task
force in each of the local school systems; and
