in part from the net or gross rents or revenues realized
by the commission from any such facilities. [Said] THESE
bonds shall be designated revenue bonds; the amount
thereof which may be issued at any one time shall be
limited only by the cost of the facilities, to be
financed with the proceeds thereof and there [shall] MAY
NOT be [no] A limitation on the aggregate amount of such
bonds which may be outstanding at any one time.

(2) As used in this subsection, the
following words [shall] have the [following] meanings
INDICATED:

[ (1) The word "facility" shall mean] (A)
"FACILITY" MEANS any improvement or addition to the park
or recreation systems of the commission for the use or
enjoyment of which the commission has determined to make
or authorize a charge or fee, or from which it has
contracted to collect rent based on any such charge or
fee, provided a similar fee or charge is made for similar
improvements constructed elsewhere in [said] THE park or
recreation system. [Said word shall include] IT
INCLUDES, BUT IS NOT RESTRICTED TO, swimming and bathing
facilities, ice skating rinks, and all buildings,
structures, parking areas, and equipment necessary and
incidental to any of the foregoing. [The word shall] IT
DOES not include roads, drives or highways, sanitary
facilities or equipment except to the extent necessary
for the service of any facility, nor [shall] DOES it
include schools or other structures for general
education, facilities for the sale of intoxicating
beverages, airports, or air strips, or any improvement or
structure for use in wagering, betting or games of
chance.

[(2) The word "cost" shall mean] (B) "COST" MEANS
the actual cost of constructing or acquiring a facility,
the cost of improving, restoring, remodeling or enlarging
any facility so acquired[,]; the cost of surveys,
studies, drawings, architectural and engineering plans
and specifications[,]; the cost of site assembly,
including legal proceedings, title fees and settlement
charges[,]; the cost of issuance of revenue bonds,
including advertising and printing charges and legal
fees[,]; the cost of interest on any such bonds during
construction of any facility and for a period of one year
after completion thereof, including the actual costs to
the commission of performance of any of the foregoing
functions by its own staff, which costs may be reimbursed
to the commission from the proceeds of revenue bonds
issued to finance the facilities with respect to which
such services have been performed.

[(3)      The words "revenue" or "revenues" shall] (C)

"REVENUE" OR "REVENUES" mean the gross or net return

which the commission initially estimates it will receive

and which it, in fact, receives from the operation of any

facility, including rentals contracted for and received
