THE CHAIRMAN AND THE VICE CHAIRMAN OF THE COUNCIL.

(2) THE ADMINISTRATION SHALL PROVIDE THE
SECRETARIAL, HOUSEKEEPING, AND CONSULTANT SERVICES
REQUIRED BY THE COUNCIL.

(D) THE TERM OF MEMBERSHIP ON THE COUNCIL SHALL BE
THREE YEARS. A MEMBER MAY BE APPOINTED TO SUCCESSIVE
TERMS.

(E) THE ADVISORY COUNCILS ON ALCOHOLISM CONTROL,
DRUG ABUSE, AND MENTAL HYGIENE WITHIN THE ALCOHOLISM
CONTROL, DRUG ABUSE, AND MENTAL HYGIENE ADMINISTRATIONS
SHALL MEET JOINTLY AT LEAST TWO TIMES ANNUALLY. EACH
ADVISORY COUNCIL SHALL SUBMIT AN ANNUAL REPORT OF ITS
ACTIVITIES TO THE GOVERNOR AND THE GENERAL ASSEMBLY.

(F)    A MEMBER OF THE COUNCIL MAY NOT RECEIVE
COMPENSATION, BUT SHALL BE REIMBURSED FROM AVAILABLE
FUNDS FOR EXPENSES ACTUALLY AND NECESSARILY INCURRED IN
THE PERFORMANCE OF DUTIES IN ACCORDANCE WITH THE STANDARD
TRAVEL REGULATIONS OF THE STATE OF MARYLAND.

(G)    THE COUNCIL SHALL ADVISE THE ADMINISTRATION
GENERALLY IN CARRYING OUT THE PROVISIONS OF THIS ARTICLE.

SECTION 8. ]] SECTION 7. AND BE IT FURTHER ENACTED,
That Sections 3(d), 4, 7, and 8(c) of Article 59 - Mental
Hygiene, of the Annotated Code of Maryland (1972
Replacement Volume and 1975 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows:

Article 59 — Mental Hygiene

3.

(d) "Department" shall mean the [Department of]
Mental Hygiene ADMINISTRATION [of the State of Maryland].

4.

General jurisdiction with regard to administration
and supervision of the care, custody and treatment of the
mentally disordered shall be vested in the [Department
of] Mental Hygiene ADMINISTRATION which shall be a part
of the Department of Health and Mental Hygiene of the
State.

7.

The chief executive officer of the Department shall
be the [[Commissioner]] DIRECTOR of Mental Hygiene. [The

Commissioner]__HE shall be an experienced psychiatrist,

with clinical and administrative experience in mental
hygiene, who is a diplomate of the American Board of
Psychiatry and Neurology.[[ ] ]] He shall be appointed
by the [Governor upon the recommendation of the]
