(2)       The promotion, development,
establishment, coordination and conduct of unified
programs for education, prevention, diagnosis, treatment,
rehabilitation and control in the field of drug abuse in
cooperation with other federal, State, local and private
agencies.

(3)   The evaluation of existing and planned
programs and facilities administered by the
Administration. [[ ] ]]

(F) THE COUNCIL SHALL MEET JOINTLY WITH THE

ADVISORY___COUNCILS ON ALCOHOLISM__CONTROL AND MENTAL

HYGIENE WITHIN THE ALCOHOLISM CONTROL AND MENTAL__HYGIENE

ADMINISTRATIONS AT LEAST TWO TIMES ANNUALLY.

[[SECTION 7. AND BE IT FURTHER ENACTED, That new
Section 3 be and it is hereby added to Article 43B —
Comprehensive Drug Abuse Control and Rehabilitation Act,
of the Annotated Code of Maryland (197 1 Replacement
Volume and 1975 Supplement) to read as follows:

Article 43B — Comprehensive Drug Abuse Control
and Rehabilitation Act

3.

(A)   THERE IS AN ADVISORY COUNCIL ON DRUG ABUSE IN
THE DRUG ABUSE ADMINISTRATION.

(B)    (1) THE GOVERNOR SHALL APPOINT THE MEMBERS
OF THE COUNCIL.

(2)    IT IS THE INTENTION OF THE GENERAL
ASSEMBLY THAT THE COUNCIL BE REPRESENTATIVE OF THE
INTERESTS OF PUBLIC AND PRIVATE AGENCIES AND GROUPS,
DIRECTLY AND INDIRECTLY CONCERNED WITH DRUG ABUSE,
INCLUDING PREVENTION, TREATMENT, AND REHABILITATION AND
THAT THE COUNCIL COLLECTIVELY SHALL BE A STRONG ADVOCATE
IN ENSURING A COMPREHENSIVE, BROAD-BASED APPROACH TO THE
SOCIAL, ECONOMIC, AND MEDICAL PROBLEMS OF DRUG ABUSE.
THEREFORE, THE COUNCIL SHALL INCLUDE REPRESENTATIVES FROM
A BROAD RANGE OF AGENCIES AND INTERESTS, SUCH AS THE
COURTS, POLICE, PROBATION OFFICES, CLERGY, LABOR,
MANAGEMENT, DRUG ADDICTION GROUPS, LEGAL AND MEDICAL
PROFESSIONS, AND OTHER GROUPS TO BE SERVED SUCH AS STATE
AND LOCAL GOVERNMENTS, AND PRIVATE EMPLOYEE GROUPS, LOCAL
CITIZENS GROUPS, AND MAJOR SOCIO-ECONOMIC AND ETHNIC
GROUPS. HOWEVER, REPRESENTATION DOES NOT REQUIRE
APPOINTMENT FROM EACH RELEVANT AGENCY OR GROUP.

(3)    IT IS THE INTENTION OF THE GENERAL
ASSEMBLY THAT THE GOVERNOR, IN MAKING THE INITIAL
APPOINTMENTS TO THE COUNCIL, APPOINT THOSE PERSONS WHO
WERE MEMBERS OF THE ADVISORY COUNCIL ON DRUG ABUSE AS OF
JUNE 30, 1976.

(C) (1) THE MEMBERS OF THE COUNCIL SHALL SELECT
