301.

(a) There is established within the Department OF
HEALTH AND MENTAL HYGIENE [a Division of pooholism
Control under a qualified program administrator who shall
be a licensed medical doctor. ] AN ALCOHOLISM CONTROL
ADMINISTRATION. THE ADMINISTRATION IS UNDER THE DIRECTION
OF THE [[COMMISSIONER]] DIRECTOR OF ALCOHOLISM CONTROL.
THE [[COMMISSIONER]] DIRECTOR IS APPOINTED BY THE
SECRETARY OF HEALTH AND MENTAL HYGIENE AND SERVES AT THE
PLEASURE OF THE SECRETARY. THE [[COMMISSIONER]] DIRECTOR
SHALL HAVE THE MINIMUM QUALIFICATIONS OF A BACCALAUREATE
DEGREE AND EXPERIENCE IN HEALTH ADMINISTRATION, AND SHALL
BE QUALIFIED IN THE FUNCTIONS AND PROGRAMS ADMINISTERED
BY THE ADMINISTRATION. THE [[COMMISSIONER]] DIRECTOR
SHALL RECEIVE THE SALARY PROVIDED IN THE ANNUAL STATE

BUDGET. THE DIRECTOR SHALL REPORT TO THE ASSISTANT

SECRETARY FOR MENTAL HEALTH AND ADDICTIONS AND IS

RESPONSIBLE FOR CARRYING OUT THE POWERS, DUTIES,
RESPONSIBILITIES. AND FUNCTIONS OF THE ADMINISTRATION.

SECTION 3. AND BE IT FURTHER ENACTED, That Section
501 of Article 2C — Alcoholism, of the Annotated Code of
Maryland (1968 Replacement Volume and 1975 Supplement) be
and it is hereby renumbered to be Section 60 1.

SECTION 4. AND BE IT FURTHER ENACTED, That new
Section 501 to be under the new subtitle "Advisory
Council" be and it is hereby added to Article 2C -
Alcoholism, of the Annotated Code of Maryland (1968
Replacement Volume and 1975 Supplement) to read as
follows:

Article 2C — Alcoholism

ADVISORY COUNCIL

501.

(A)    THERE IS AN ADVISORY COUNCIL ON ALCOHOLISM
CONTROL IN THE ALCOHOLISM CONTROL ADMINISTRATION.

(B)    (1) THE GOVERNOR SHALL APPOINT THE MEMBERS
OF THE COUNCIL.

(2) IT IS THE INTENTION OF THE GENERAL
ASSEMBLY THAT THE COUNCIL BE REPRESENTATIVE OF THE
INTERESTS OF PUBLIC AND PRIVATE AGENCIES AND GROUPS,
DIRECTLY AND INDIRECTLY CONCERNED WITH ALCOHOL ABUSE AND
ALCOHOLISM CONTROL, INCLUDING PREVENTION, TREATMENT, AND
REHABILITATION AND THAT THE COUNCIL COLLECTIVELY SHALL BE
A STRONG ADVOCATE IN ENSURING A COMPREHENSIVE, BROAD-BASED
APPROACH TO THE SOCIAL, ECONOMIC, AND MEDICAL PROBLEMS OF
ALCOHOL ABUSE AND ALCOHOLISM CONTROL. THEREFORE, THE
COUNCIL SHALL INCLUDE REPRESENTATIVES FROM A BROAD RANGE
OF AGENCIES AND INTERESTS, SUCH AS THE COURTS, POLICE,
PROBATION OFFICES, CLERGY, LABOR, MANAGEMENT, BEVERAGE
CONTROL, BEVERAGE INDUSTRY, LEGAL AND MEDICAL
