PROFESSIONS, AND GROUPS TO BE SERVED SUCH AS ALCOHOLICS
ANONYMOUS, STATE AND LOCAL GOVERNMENT AND PRIVATE

EMPLOYEE GROUPS, LOCAL CITIZENS GROUPS, [[AFFILIATES OF
THE NATIONAL COUNCIL]] LOCAL COUNCILS ON ALCOHOLISM, AND
MAJOR SOCIO-ECONOMIC AND ETHNIC GROUPS.           HOWEVER,

REPRESENTATION DOES NOT REQUIRE APPOINTMENT FROM EACH
RELEVANT AGENCY OR GROUP.

(3)         IT IS THE INTENTION OF THE GENERAL

ASSEMBLY THAT THE GOVERNOR, IN MAKING THE INITIAL
APPOINTMENTS TO THE COUNCIL, APPOINT THOSE PERSONS WHO
WERE MEMBERS OF THE ADVISORY COUNCIL ON ALCOHOLISM AS OF

JUNE 30, 1976. EIGHT MEMBERS SHALL BE APPOINTED FOR A

TERM EXPIRING ON JUNE 30, 1977; EIGHT FOR A TERM EXPIRING

ON JUNE 30, 1978; AND EIGHT FOR A TERM EXPIRING ON JUNE

30, 1979.

(C)    (1) THE MEMBERS OF THE COUNCIL SHALL SELECT
THE CHAIRMAN AND THE VICE CHAIRMAN OF THE COUNCIL.

(2) THE ADMINISTRATION SHALL PROVIDE THE
SECRETARIAL, HOUSEKEEPING, AND CONSULTANT SERVICES
REQUIRED BY THE COUNCIL.

(D)   THE TERM OF MEMBERSHIP ON THE COUNCIL SHALL BE
THREE YEARS. A MEMBER MAY BE APPOINTED TO SUCCESSIVE
TERMS.

(E)   THE ADVISORY COUNCILS ON ALCOHOLISM CONTROL,
DRUG ABUSE, AND MENTAL HYGIENE WITHIN THE ALCOHOLISM
CONTROL, DRUG ABUSE, AND MENTAL HYGIENE ADMINISTRATIONS
SHALL MEET JOINTLY AT LEAST TWO TIMES ANNUALLY. EACH
ADVISORY COUNCIL SHALL SUBMIT AN ANNUAL REPORT OF ITS
ACTIVITIES TO THE GOVERNOR AND THE GENERAL ASSEMBLY.

(F)    A MEMBER OF THE COUNCIL MAY NOT RECEIVE
COMPENSATION, BUT SHALL BE REIMBURSED FROM AVAILABLE
FUNDS FOR EXPENSES ACTUALLY AND NECESSARILY INCURRED IN
THE PERFORMANCE OF DUTIES IN ACCORDANCE WITH THE STANDARD
TRAVEL REGULATIONS OF THE STATE OF MARYLAND.

(G)   THE COUNCIL SHALL ADVISE THE ADMINISTRATION IN
CARRYING OUT THE PROVISIONS OF THIS ARTICLE, INCLUDING
FORMULATION AND EXECUTION OF THE COMPREHENSIVE
INTOXICATION AND ALCOHOLISM CONTROL PLAN.

SECTION 5. AND BE IT FURTHER ENACTED, That Sections
lA(a) and (c) of Article 43B - Comprehensive Drug Abuse
Control and Rehabilitation Act of the Annotated Code of
Maryland (1971 Replacement Volume and 1975 Supplement) be
and they are hereby repealed and reenacted, with
amendments, to read as follows:

and Rehabilitation Act
