Preamble

It is the intention of the General Assembly in the
adoption of this Act to clarify the manner of
administration within the Department of Health and Mental
Hygiene of mental hygiene, drug abuse, and alcoholism
control programs. For several years the General Assembly
has considered proposals for merger of the Drug Abuse,
and Alcoholism Control programs in various forms, and the
effect of these two programs on other related programs
within the Department. The proposals included in this
Act are designed to effectuate the recommendations
developed by the Subcommittee on Government Operations of
the House of Delegates Committee on Appropriations and
approved by the Committee on Appropriations.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 206D be and it is hereby added
to Article 41 — Governor — Executive and Administrative
Departments, of the Annotated Code of Maryland (1971
Replacement Volume and 1975 Supplement) to read as
