Programs — Manner of Administration

FOR the purpose of providing for the manner of
administration of mental hygiene, drug abuse, and
alcoholism control programs within the Department of
Health and Mental Hygiene; providing for the
positions necessary for this purpose, the manner of
appointment and tenure, and the qualifications,
powers and duties, and salaries for the positions;
creating or reconstituting advisory councils on
alcoholism control, drug abuse, and mental hygiene
and providing for their members, terms,
appointments, powers and duties, and compensation;
and making other necessary changes in the mental
hygiene, drug abuse, and alcoholism control laws.
