(C) WHENEVER THE COUNCIL HAS ADOPTED A PLAN FOR
THE REGION THERE SHALL BE THE FOLLOWING RESTRICTIONS:

(1)    ANY PLAN OR CHANGE OF PLANS HAVING
REGIONAL IMPACT MAY NOT BE ADOPTED BY ANY UNIT OF
GOVERNMENT WITHIN THE REGION UNTIL THE PLAN HAS BEEN
REFERRED TO THE COUNCIL FOR ITS CONSIDERATION, REVIEW,
AND RECOMMENDATIONS.

(2)    ANY ROAD, PARK, PUBLIC WAY, PUBLIC
BUILDING, OR ANY OTHER DEVELOPMENT WHICH IS REGIONAL IN
NATURE OR AFFECTS AN AREA GREATER THAN A SINGLE UNIT OF
GOVERNMENT MAY NOT BE CONSTRUCTED OR AUTHORIZED IN THE
REGION, UNTIL THE PROPOSED LOCATION AND EXTENT OF IT HAS
BEEN REFERRED TO THE COUNCIL FOR ITS CONSIDERATION,
REVIEW, AND RECOMMENDATIONS.

TITLE 4

CONSUMER AFFAIRS

4-101. PROVISION FOR A CONSUMER AFFAIRS BOARD.

THERE IS AN ADVISORY BOARD ON CONSUMER AFFAIRS
SERVING THE CALVERT, CHARLES, AND ST. MARY'S TRI-COUNTY
AREA TO PROMOTE AND PROTECT THE INTERESTS OF THE CONSUMER
PUBLIC OF THE AREA.

4-102. JURISDICTION.

THE BOARD IS UNDER THE JURISDICTION OF THE COUNCIL.

4-103. COMPOSITION OF THE BOARD, TERM AND COMPENSATION OF
MEMBERS.

THE BOARD SHALL BE COMPRISED OF THREE PERSONS
APPOINTED BY THE EXECUTIVE DIRECTOR OF THE COUNCIL AND
CHOSEN FROM THE STAFF MEMBERS OF THE COUNCIL. THE
MEMBERS OF THE BOARD SERVE AT THE PLEASURE OF THE
EXECUTIVE DIRECTOR OF THE COUNCIL. THE DIRECTOR OF THE
ADVISORY BOARD ON CONSUMER AFFAIRS SHALL BE THE EXECUTIVE
DIRECTOR OF THE COUNCIL. THE MEMBERS SERVE WITHOUT
COMPENSATION.

4-104. MEETINGS.

THE BOARD SHALL MEET AS FREQUENTLY AS REQUIRED TO
PERFORM ITS DUTIES BUT NO LESS THAN ONCE A MONTH.

4-105. POWERS AND DUTIES.

THE BOARD SHALL HAVE THE FOLLOWING DUTIES, POWERS,
AND AUTHORITY:

(A) TO RECEIVE AND INVESTIGATE COMPLAINTS AND
INITIATE ITS OWN INVESTIGATION OF DECEPTIVE OR UNFAIR
TRADE PRACTICES AGAINST CONSUMERS;
