FOR the purpose of requiring the Secretary of the
Department of General Services to accept [[bids]]
proposals for leasing; requiring an advertisement to
appear in certain newspapers announcing the proposed
leasing; making [[a certain exception]] certain
exceptions; and relating generally to State leasing.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 231GH be and it is hereby
added to Article 41 — Governor — Executive and
Administrative Departments, of the Annotated Code of
Maryland (1971 Replacement Volume and 1975 Supplement) to
read as follows:

Article 41 — Governor — Executive and
Administrative Departments

231GH.

(A)    THE SECRETARY OF THE DEPARTMENT OF GENERAL
SERVICES     SHALL ACCEPT [[BIDS]] PROPOSALS FOR LEASES FOR
OFFICE OR BUILDING SPACE RENTAL AND SUBMIT ALL THE
[[BIDS]]     PROPOSALS, ALONG WITH HIS RECOMMENDATIONS, TO
THE BOARD   OF PUBLIC WORKS FOR THE BOARD'S FINAL APPROVAL.

(B)    AT LEAST [[90]] 30 DAYS BEFORE ACCEPTING
[[BIDS]] PROPOSALS FOR LEASES, THE DEPARTMENT OF GENERAL
SERVICES SHALL ADVERTISE THE STATE'S NEED FOR OFFICE OR
BUILDING SPACE RENTAL IN DAILY OR WEEKLY NEWSPAPERS WITH
CIRCULATION SUFFICIENT TO ALERT THE PEOPLE OF THE
AFFECTED LOCALITY OR OF THE STATE TO THE PROPOSED
LEASING. THE ADVERTISEMENT SHALL ANNOUNCE THE AMOUNT OF
SQUARE FEET TO BE LEASED AND THE LOCATION IN WHICH THE
STATE DESIRES TO LEASE THE SPACE.

(C) [[MARYLAND PORT ADMINISTRATION LEASES FOR

OFFICE OR BUILDING SPACE RENTAL LOCATED OUTSIDE OF THIS

STATE SHALL NOT BE SUBJECT TO THE PROVISIONS OF THIS
SECTION.]]

THE PROVISIONS OF THIS SECTION SHALL NOT APPLY TO

THE FOLLOWING:

(1) NEW ACQUISITIONS OR RENEWALS OF SPACE

LESS THAN 2,500 FEET;

(2) INTERGOVERNMENTAL LEASE TRANSACTIONS;
