ON OR BEFORE [[DECEMBER 1, 1976,]] JULY 1, 1977, OR ON
THE DATE THIS CENTER OFFICIALLY OPENS. WHICHEVER OCCURS
LAST, SHALL BE SO APPOINTED, AND, WITHOUT FURTHER
EXAMINATION OR QUALIFICATION, SHALL BE CLASSIFIED IN THE
JOB CLASSIFICATION UNDER THE STATE MERIT SYSTEM WHICH IS
COMPARABLE TO HIS LAST JOB CLASSIFICATION AS AN ALLEGANY
COUNTY EMPLOYEE.
(2) AN EMPLOYEE APPOINTED TO THE STATE MERIT
SYSTEM UNDER THIS SUBSECTION SHALL BE GIVEN CREDIT
THEREUNDER FOR THE YEARS OF SERVICE RENDERED IN ALLEGANY
COUNTY FOR THE PURPOSES OF ESTABLISHING [[COMPENSATION]]
PAY RATES, INCLUDING LONGEVITY STEPS AND THE BASIC RATES
FOR VACATION AND SICK LEAVE CREDIT EARNINGS.
(3) AN EMPLOYEE APPOINTED TO THE STATE MERIT
SYSTEM UNDER THIS SUBSECTION SHALL TRANSFER RETIREMENT
CREDIT IN ACCORDANCE WITH THE PROVISIONS OF §32A OF
ARTICLE 73B OF THIS CODE.
(4) AN EMPLOYEE WHO HAS BEEN TRANSFERRED AND
APPOINTED TO THE STATE MERIT SYSTEM UNDER THIS SUBSECTION
MAY NOT RECEIVE ANY DIMINUTION IN [[COMPENSATION]] PAY
SOLELY AS A RESULT OF THAT TRANSFER AND APPOINTMENT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
Department of Human Resources — Displaced Homemakers
and Corporate Income Tax - Interest and Dividends
FOR the purpose of requiring the Secretary of Human
Resources, as a pilot program, to establish a
[[program of]] multipurpose service [[centers in
each county and Baltimore City]] center for
displaced homemakers and to make grants, wherever
possible, to nonprofit agencies to carry out the
program; providing for job counseling and job
training for displaced homemakers; providing for
certain service programs; requiring the Secretary,
in conjunction with the director of [[each]] the
center, to promulgate rules and regulations for
operation of the center; requiring periodic
evaluation of the centers; and providing for
automatic repeal of the [[Act]] program after a
