certain period; including in the income of
corporations subject to State income tax certain
nonbusiness interest and dividend income to the same
extent included under the federal income tax;
providing for the effective date of this inclusion
and clarifying language; providing for an
appropriation for the 1976-1977 fiscal year of the
funds necessary for a pilot program for displaced
homemakers; and relating generally to the funding of
a pilot program for displaced homemakers through

inclusion as taxable income of corporations__certain

nonbusiness interest and dividend income.

BY adding to

Section 90 through [[102]] 100, inclusive, to be

under the

By repealing and reenacting, with amendments,
Article 81 — Revenue and Taxes
Section 280A (c)
Annotated Code of Maryland
(1975 Replacement Volume and 1975 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 90 through [[102]] 100,
inclusive, to be under the new subtitle "Displaced
Homemakers" be and they are hereby added to Article 88A —
Social Services Administration, of the Annotated Code of
Maryland (1969 Replacement Volume and 1975 Supplement) to
read as follows:

Article 88A - Social Services Administration

DISPLACED HOMEMAKERS

[[90.

THE LEGISLATURE HEREBY FINDS AND DECLARES THAT THERE
IS AN EVER-INCREASING NUMBER OF PERSONS IN THIS STATE
WHO, HAVING FULFILLED A ROLE AS HOMEMAKER, FIND
THEMSELVES "DISPLACED" IN THEIR MIDDLE YEARS THROUGH
DIVORCE, DEATH OF SPOUSE, OR OTHER LOSS OF FAMILY INCOME.
AS A CONSEQUENCE, DISPLACED HOMEMAKERS ARE VERY OFTEN
WITHOUT ANY SOURCE OF INCOME; THEY ARE INELIGIBLE FOR
CATEGORICAL WELFARE ASSISTANCE; THEY ARE SUBJECT TO THE
HIGHEST UNEMPLOYMENT RATE OF ANY SECTOR OF THE WORK
FORCE; THEY FACE CONTINUING DISCRIMINATION IN EMPLOYMENT
BECAUSE THEY ARE OLDER AND HAVE NO RECENT PAID WORK
EXPERIENCE; THEY ARE INELIGIBLE FOR UNEMPLOYMENT
INSURANCE BECAUSE THEY HAVE BEEN ENGAGED IN UNPAID LABOR
IN THE HOME; THEY ARE INELIGIBLE FOR SOCIAL SECURITY
BECAUSE THEY ARE TOO YOUNG, AND FOR MANY, THEY WILL NEVER
