requests such a hearing and at such hearing the
proponents and the opponents of the proposed rule and
regulation shall be given the opportunity to be heard in
person or through counsel. The Commission is further
authorized to provide penalties for the violation of
rules and regulations so promulgated, provided the
penalty shall not exceed a fine of one hundred dollars
($100.00) for any violation.

§4. [§ 120C.] Transportation of explosives, etc., over
such toll bridges or tunnel.

It shall be unlawful for any vehicle to transport
any of the following explosives or other dangerous
articles or cargo over the Susquehanna River Toll Bridge,
the Potomac River Toll Bridge, the Chesapeake Bay Toll
Bridge, or into and through the Baltimore Harbor Tunnel,
sometimes known as the Patapsco Tunnel, and their
approaches:

(a)

Explosives

(b)

Flammable liquids

(c)

Combustible liquids

(d)

Flammable solids

(e)

Oxidizing materials

(f)

Corrosive liquids

(g)

Compressed gases

(h)

Poisonous articles

except as provided by rules and regulations of the State
Roads Commission. The Commission is hereby expressly
given the authority, in order to secure the preservation
of life and property, to promulgate, adopt and from time
to time amend rules and regulations prohibiting,
restricting and otherwise regulating the transportation
of said articles over said bridges and their approaches
and into and through said tunnel and its approaches.
The Commission shall cause a summary of such rules and
regulations to be published at least once a week for two
successive weeks in two newspapers of general circulation
in the State, and the Commission also shall file a copy
of such rules and regulations with the Secretary of
State, the Department of Legislative Reference, the Clerk
of the Court of Appeals and the Attorney General of
Maryland, and in addition shall make available for
distribution, free of charge, copies of said rules and
regulations at its offices in the City of Baltimore and
at the administration buildings at each of the
aforementioned structures. The rules and regulations
hereby authorized shall become effective fifteen (15)
days after the last notice of publication has appeared,
unless an effective date subsequent thereto is set forth
in such rules or regulations, any statutes to the
contrary notwithstanding, provided, however, no such rule
or regulation shall become effective until after a public
hearing thereon if any person, firm or corporation
requests such a hearing and at such hearing the
proponents and the opponents of the proposed rule and
regulation shall be given the opportunity to be heard in
