crossing across the Baltimore Harbor and the approaches
thereto of each of such crossings. The Commission is
further authorized to perform or have performed such
engineering and other services as are necessary to enable
it to acquire the right—of—way for such projects and is
authorized to acquire such right-of-way. In order to
pay the cost of such engineering and other services and
to pay the cost of such right-of-way the Commission is
authorized to issue revenue bonds as authorized in [§
120(a)] §1(A) hereof, or the Commission may pay such
costs, or parts thereof, from its Construction Fund or
other appropriate funds and be reimbursed therefor upon
the sale of such revenue bonds. As to contracts which
are not let by competitive bidding procedures, the State
Roads Commission shall not make any contract for
engineering, architectural, or construction studies or
work under the provisions of this section without the
prior approval of the Board of Public Works.

§2. [§ 120A.] Certain toll bridges and Baltimore Harbor
Tunnel made part of State highway system.

The Susquehanna River Toll Bridge, the Potomac River
Toll Bridge, the Chesapeake Bay Toll Bridge, the
Baltimore Harbor Tunnel, sometimes known as the Patapsco
Tunnel, and their approaches, are hereby made part of the
highway system of the State of Maryland and shall be
under the supervision of the State Roads Commission to
the same extent and degree as are other State highways
within the State.

§3. [§ 120B.] Traffic rules and regulations for such
toll bridges and tunnel.

In order to promote safety for users of the four (4)
structures, the State Roads Commission is authorized to
make, and from time to time change, rules and regulations
relating to vehicular and pedestrian traffic using said
structures and their approaches. The State Roads
Commission shall cause a summary of such rules and
regulations to be published at least once a week for two
successive weeks in two newspapers of general circulation
in the State, and the Commission also shall file a copy
of such rules and regulations with the Secretary of
State, the Department of Legislative Reference, the Clerk
of the Court of Appeals and the Attorney General of
Maryland, and in addition shall make available for
distribution, free of charge, copies of said rules and
regulations at its offices in the City of Baltimore and
at the administration buildings at each of the
aforementioned structures. The rules and regulations
hereby authorized shall become effective fifteen (15)
days after the last notice of publication has appeared,
unless an effective date subsequent thereto is set forth
in such rules or regulations, any statutes to the
contrary notwithstanding, provided, however, no such rule
or regulation shall become effective until after a public
hearing thereon if any person, firm or corporation
