the State Board of Elementary and Secondary Education and
all such references to the State Superintendent of
Schools shall be deemed to mean the Commissioner of
Elementary and Secondary Education.]]
SECTION [[5]] 4. AND BE IT FURTHER ENACTED, That
all resolutions, bylaws, rules, regulations, orders,
approvals, contracts, and directives issued, adopted,
entered into, or promulgated prior to July 1, 1976, by
the State Board of Education, the State Department of
Education, and the State Superintendent of Schools shall
remain valid and in force and effect until changed in
accordance with law.
SECTION [[6]] 5. AND BE IT FURTHER ENACTED, That
this Act shall take effect [[July 1, 1976]] [[January 1,
1977]] July 1, 1976.

Parole
AN ACT concerning
FOR the purpose of creating the Maryland Parole
Commission and providing for its composition,
functions, and duties; abolishing the Maryland Board
of Parole; transferring certain staff; providing for
appointment of hearing examiners to assist the
Commission; specifying procedures for hearing of
certain cases for parole release by hearing
examiners and for review by the Commission;
authorizing predetermined parole release agreements;
defining certain terms; and generally relating to
the parole commission and to parole procedures.
