primary purposes the representation of such employees in
their relations with that public school employer.
(2) "Public school employer" means a county
board of education in any county except the following:
Carroll, Frederick, Howard, Somerset, Wicomico, and
Worcester- IT DOES NOT INCLUDE THE BOARD OF SCHOOL
COMMISSIONERS OF BALTIMORE CITY OR THE MAYOR AND CITY
COUNCIL OF BALTIMORE.
(3) "Public school employee" means any
noncertificated person employed for nine months or more
per year on a full—time basis by a public school
employer, except for management personnel, confidential
employees, and persons designated by the public school
employer to act in a negotiating capacity as specified in
subsection (h) (1) of this section.
(4) "Management personnel" includes persons
engaged predominately in executive and managerial
functions, as determined by the public school employer in
negotiations with those employee organizations which
request negotiation thereon.
(5) "Confidential employee," as determined by
the public school employer in negotiation with employee
organizations requesting negotiation thereon, includes
any individual whose employment responsibilities require
knowledge of the public school employer's posture in the
collective negotiation process.
(6) "Supervisory employee" as determined by
the public school employer in negotiation with employee
organizations requesting negotiation thereon, includes
any person who responsibly directs the work of other
employees.

(b) The Advisory Council shall consist of eleven
members each of whom shall be a resident of this State.
The Governor shall appoint seven members, one shall be a
library trustee, one shall be a professional librarian,
and five of which shall be from the public at large.
The other four members shall include the [president of
the Council on] COMMISSIONER OF Higher Education, the
president of the Enoch Pratt Free Library board of
trustees, the president of the Maryland Library
Association and the dean of the School of Library and
Information Services of the University of Maryland, or
their designated representatives.
[[SECTION 4. AND BE IT FURTHER ENACTED, That all
references in the Annotated Code of Maryland, except
Article 77, §3(c), other laws, ordinances, resolutions,
bylaws, rules, regulations, orders, directives, decrees,
legal actions, contracts, compacts, and other documents
to the State Board of Education shall be deemed to mean
