CORRECTION IN THE DEVELOPMENT AND OPERATION OF
EDUCATIONAL PROGRAMS IN CORRECTIONAL INSTITUTIONS.]]

(E) FROM AND AFTER JULY 1, 1978, FUNDS FOR THE
OPERATION OF THE EDUCATIONAL PROGRAMS IN CORRECTIONAL
INSTITUTIONS SHALL BE AS PROVIDED IN THE STATE BUDGET FOR

THE STATE DEPARTMENT OF ELEMENTARY AND SECONDARY

EDUCATION. HOWEVER, THE DEPARTMENT OF PUBLIC SAFETY AND
CORRECTIONAL SERVICES AND OTHER STATE AGENCIES MAY
CONTRIBUTE TO THESE PROGRAMS, AS PROVIDED IN THE STATE
BUDGET. FUNDS APPROPRIATED FOR EDUCATIONAL PROGRAMS IN
CORRECTIONAL INSTITUTIONS MAY NOT BE DIVERTED, BY BUDGET
AMENDMENT OR OTHERWISE, TO ANY OTHER PURPOSE.

(F) FROM AND AFTER JULY 1, 1978, THE SECRETARY OF
PUBLIC SAFETY AND CORRECTIONAL SERVICES SHALL APPOINT A
DIRECTOR OF EDUCATIONAL PROGRAMS WITHIN THE DEPARTMENT OF

PUBLIC SAFETY AND CORRECTIONAL SERVICES, WHO SHALL

RECEIVE THE SALARY PROVIDED IN THE STATE BUDGET FOR THE
DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES.
THIS PERSON IS RESPONSIBLE FOR THE APPROPRIATE
IMPLEMENTATION AND OPERATION OF THE EDUCATIONAL PROGRAMS
18 CORRECTIONAL INSTITUTIONS AS DEVELOPED BY THE COUNCIL.
AND SHALL MEET WITH AMD ADVISE THE COUNCIL WITH RESPECT
TO THESE PROGRAMS. HE SHALL SUPERINTEND THESE PROGRAMS
IN CONSULTATION WITH THE COMMISSIONER OF CORRECTION AND
THE RESPECTIVE WARDENS OF THE INSTITUTIONS.

219. STATE HOSPITAL AND JUVENILE INSTITUTIONS.

(A)   THERE IS AN EDUCATIONAL COORDINATING COUNCIL
FOR STATE HOSPITAL AND JUVENILE INSTITUTIONS WHICH, FOR
ADMINISTRATIVE AND BUDGETARY PURPOSES, IS WITHIN THE
STATE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION.

(B)    THE COUNCIL CONSISTS OF THE FOLLOWING MEMBERS:

(1)    THE [[COMMISSIONER OF ELEMENTARY AND
SECONDARY EDUCATION]] STATE SUPERINTENDENT OF SCHOOLS,
WHO SHALL BE THE CHAIRMAN;

(2)    THE SECRETARY OF HEALTH AND MENTAL
HYGIENE;

(3)    THE DIRECTOR OF THE JUVENILE SERVICES
ADMINISTRATION;

(4) THE COMMISSIONER OF MENTAL HYGIENE;

(5)   THE DIRECTOR OF THE MENTAL RETARDATION
ADMINISTRATION;

(6)    THE SUPERINTENDENT OF PUBLIC INSTRUCTION
OF BALTIMORE CITY;

(7)   TWO COUNTY SUPERINTENDENTS OF SCHOOLS
FROM COUNTIES IN WHICH A STATE HOSPITAL CENTER OR A
JUVENILE RESIDENTIAL INSTITUTION WITHIN THE DEPARTMENT OF
