INSTITUTION WITHIN THE DIVISION OF CORRECTION AND SHALL
MONITOR THE PROGRAM'S OPERATION. EACH EDUCATIONAL
PROGRAM SHALL TAKE ACCOUNT OF THE SPECIAL NEEDS AND
CIRCUMSTANCES OF THE INMATES AND PERSONNEL IN THE
INSTITUTION, AND SHALL BE COORDINATED WITH THE OVERALL
OPERATION AND FUNCTION OF THE INSTITUTION AND WITH
EDUCATIONAL PROGRAMS OFFERED IN THE PUBLIC SCHOOL SYSTEMS
AND POSTSECONDARY INSTITUTIONS. THE COUNCIL SHALL REPORT
BEFORE JULY 1 OF EACH YEAR TO THE GOVERNOR AND THE
GENERAL ASSEMBLY CONCERNING THE OPERATION OF THE
EDUCATIONAL PROGRAM IN EACH CORRECTIONAL INSTITUTION.]]

[[(1) MEMBERS SHALL SERVE WITHOUT ADDITIONAL
COMPENSATION, EXCEPT THAT THEY SHALL BE REIMBURSED FOR
NECESSARY TRAVEL EXPENSES WITHIN THE LIMITS OF THE STATE
BOUNDARIES.

(2) THE EXISTING SECRETARIAL STAFF OF THE
MEMBERS SHALL SUPPLY SECRETARIAL ASSISTANCE.]]

(1)    THE MEMBERS SHALL NOT RECEIVE
COMPENSATION FOR THEIR DUTIES, BUT THEIR TRAVELING AND
OTHER NECESSARY EXPENSES INCURRED IN ATTENDING THE
MEETINGS AND TRANSACTING THE BUSINESS OF THE BOARD SHALL
BE PAID IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.

(2)    THE STATE DEPARTMENT OF EDUCATION SHALL
PROVIDE TECHNICAL AND CLERICAL ASSISTANCE AND SUPPORT TO
THE COUNCIL.

[(E) FUNDS FOR THE OPERATION OF THE EDUCATIONAL
PROGRAMS IN CORRECTIONAL INSTITUTIONS SHALL BE AS
PROVIDED IN THE STATE BUDGET FOR THE STATE DEPARTMENT OF
ELEMENTARY AND SECONDARY EDUCATION. HOWEVER, THE
DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES AND
OTHER STATE AGENCIES MAY CONTRIBUTE TO THESE PROGRAMS, AS
PROVIDED IN THE STATE BUDGET. FUNDS APPROPRIATED FOR
EDUCATIONAL PROGRAMS IN CORRECTIONAL INSTITUTIONS MAY NOT
BE DIVERTED, BY BUDGET AMENDMENT OR OTHERWISE, TO ANY
OTHER PURPOSE.

(F)   THE SECRETARY OF PUBLIC SAFETY AND CORRECTIONAL
SERVICES SHALL APPOINT A DIRECTOR OF EDUCATIONAL PROGRAMS
WITHIN THE DIVISION OF CORRECTION, WHO SHALL RECEIVE THE
SALARY PROVIDED IN THE STATE BUDGET FOR THE DEPARTMENT OF
PUBLIC SAFETY AND CORRECTIONAL SERVICES. THIS PERSON IS
RESPONSIBLE FOR THE APPROPRIATE IMPLEMENTATION AND
OPERATION OF THE EDUCATIONAL PROGRAMS IN CORRECTIONAL
INSTITUTIONS AS DEVELOPED BY THE COUNCIL, AND SHALL MEET
WITH AND ADVISE THE COUNCIL WITH RESPECT TO THESE
PROGRAMS. HE SHALL SUPERINTEND THESE PROGRAMS IN
CONSULTATION WITH THE COMMISSIONER OF CORRECTION AND THE
RESPECTIVE WARDENS OF THE INSTITUTIONS.

(G)    THE STATE DEPARTMENT OF ELEMENTARY AND
SECONDARY EDUCATION SHALL PROVIDE TECHNICAL ASSISTANCE
AND SUPPORT TO THE COUNCIL AND TO THE DIVISION OF
