SECONDARY EDUCATION]] STATE SUPERINTENDENT OF SCHOOLS,
WHO SHALL BE THE CHAIRMAN;

(2) THE COMMISSIONER OF CORRECTION;

[[(3) THE SUPERINTENDENT OF PUBLIC INSTRUCTION
OF BALTIMORE CITY;

(4)    TWO COUNTY SUPERINTENDENTS OF SCHOOLS
FROM COUNTIES IN WHICH A CORRECTIONAL INSTITUTION WITHIN
THE DIVISION OF CORRECTION IS LOCATED, WHO SHALL BE
SELECTED FROM TIME TO TIME BY THE COMMISSIONER OF
ELEMENTARY AND SECONDARY EDUCATION; ]]

[[(5)]] (3) THE EXECUTIVE DIRECTOR OF THE
STATE BOARD FOR COMMUNITY COLLEGES[[; AND]] [[.]];

(4) ONE COUNTY SUPERINTENDENT OF SCHOOLS
FROM A COUNTY IN WHICH A CORRECTIONAL INSTITUTION WITHIN
THE DIVISION OF CORRECTION IS LOCATED, WHO SHALL BE
SELECTED FROM TIME TO TIME BY THE STATE SUPERINTENDENT
AND

(5)    ONE PUBLIC MEMBER, APPOINTED BY THE

GOVERNOR FOR A TERM OF FOUR YEARS.

[[(6) FIVE PERSONS APPOINTED BY THE GOVERNOR
FROM THE PUBLIC AT LARGE, WHO MAY NOT BE EMPLOYEES OF ANY
AGENCY OF STATE OR LOCAL GOVERNMENT. THESE PERSONS SERVE
FOR A TERM OF FIVE YEARS AND UNTIL THEIR SUCCESSORS
QUALIFY, AND ARE ELIGIBLE FOR REAPPOINTMENT. HOWEVER, A
PERSON APPOINTED FROM THE PUBLIC AT LARGE MAY NOT SERVE
MORE THAN TWO FULL FIVE YEAR TERMS AS A MEMBER OF THE
COUNCIL. OF THE INITIAL APPOINTEES, ONE SHALL SERVE AN
INITIAL TERM OF FIVE YEARS; ONE SHALL SERVE AN INITIAL
TERM OF FOUR YEARS; ONE SHALL SERVE AN INITIAL TERM OF
THREE YEARS; ONE SHALL SERVE AN INITIAL TERM OF TWO
YEARS; AND ONE SHALL SERVE AN INITIAL TERM OF ONE YEAR.
THESE PERSONS MAY NOT RECEIVE COMPENSATION FOR THEIR
SERVICE BUT SHALL RECEIVE REIMBURSEMENT FOR THEIR
NECESSARY AND REASONABLE EXPENSES INCURRED IN THE
PERFORMANCE OF THEIR DUTIES, AS PROVIDED IN THE STATE
BUDGET.]]

(C) [[EXCEPT FOR PERSONS FROM THE PUBLIC AT LARGE,
A MEMBER MAY APPOINT A DESIGNEE TO SERVE ON THE
COUNCIL.]] THE MEMBERS OF THE EDUCATIONAL COORDINATING
COUNCIL FOR CORRECTIONAL INSTITUTIONS SHALL PROCEED TO
DEVELOP AND RECOMMEND AN EDUCATIONAL PROGRAM TO BE
CONDUCTED IN EACH CORRECTIONAL INSTITUTION WITHIN THE
DIVISION OF CORRECTION TO TAKE ACCOUNT OF THE SPECIAL

NEEDS AND CIRCUMSTANCES OF THE INMATES IN THE

INSTITUTION. THE COUNCIL SHALL MAKE ITS REPORT BEFORE
JULY 1, 1977, AND THEREAFTER BEFORE JULY 1 OF EACH YEAR
TO THE GOVERNOR AND THE GENERAL ASSEMBLY.

(D) [[THE COUNCIL SHALL PLAN AND DEVELOP AN
EDUCATIONAL PROGRAM TO BE CONDUCTED IN EACH CORRECTIONAL
