COMMISSIONERS UPON NOT LESS THAN 10 DAYS' NOTICE, AND

THAT THE PERSON BE ALLOWED TO BRING COUNSEL AND WITNESSES

TO THE HEARING. NOTHING IN THIS SECTION SHALL PRECLUDE

THE STATE BOARD OF EDUCATION FROM ADOPTING BYLAWS

PROVIDING FOR A PROBATIONARY PERIOD OF EMPLOYMENT NOT TO

EXCEED TWO YEARS, EXCEPT FOR PERSONNEL OF THE BALTIMORE

CITY PUBLIC SCHOOLS AT THE LEVEL OF ASSISTANT

SUPERINTENDENT OF PUBLIC INSTRUCTION IN BALTIMORE    CITY

SHALL BE DETERMINED IN ACCORDANCE WITH THE BALTIMORE    CITY

RESPECT TO BALTIMORE CITY.

(J) THE INTERAGENCY COMMITTEE ON SCHOOL
CONSTRUCTION CREATED BY THE BOARD OF PUBLIC WORKS IS A
UNIT WITHIN THE STATE DEPARTMENT OF [[ELEMENTARY AND
SECONDARY]] EDUCATION FOR ADMINISTRATIVE AND BUDGETARY
PURPOSES. THE STAFF OF THE COMMITTEE MAY BE LENT TO THE
COMMITTEE BY THE DEPARTMENT AND OTHER STATE AGENCIES AND
PAID THROUGH THE BUDGETS' OF THE AGENCIES EMPLOYING THEM.
THE EXECUTIVE DIRECTOR OF THE COMMITTEE SHALL BE
APPOINTED BY THE COMMITTEE WITH THE APPROVAL OF THE BOARD
OF PUBLIC WORKS.

(A)    SUBJECT TO THE APPLICABLE PROVISIONS OF THIS
ARTICLE, THE MAYOR AND CITY COUNCIL OF BALTIMORE CITY
HAVE AND SHALL EXERCISE THE AUTHORITY TO ESTABLISH AND
MAINTAIN A SYSTEM OF FREE PUBLIC SCHOOLS IN BALTIMORE
CITY AS PROVIDED IN THE BALTIMORE CITY CHARTER.

(B)    EXCEPT AS OTHERWISE EXPRESSLY PROVIDED, THE
PROVISIONS OF THIS ARTICLE ARE APPLICABLE IN BALTIMORE
CITY. TO THE EXTENT OF SUCH APPLICATION, REFERENCE TO
COUNTY BOARDS OF EDUCATION AND COUNTY SUPERINTENDENTS
INCLUDE THEIR COUNTERPARTS IN BALTIMORE CITY.

218. CORRECTIONAL INSTITUTIONS.

(A)    THERE IS AN EDUCATIONAL COORDINATING COUNCIL
FOR CORRECTIONAL INSTITUTIONS UNDER THE JURISDICTION OF
THE DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES
WHICH, FOR ADMINISTRATIVE AND BUDGETARY PURPOSES, IS
WITHIN THE STATE DEPARTMENT OF ELEMENTARY AND SECONDARY
EDUCATION.

(B)    THE COUNCIL CONSISTS OF THE FOLLOWING MEMBERS:
