66.

In order to qualify for State aid apportionments
pursuant to this subtitle, [any] AN institution of higher
education [must] SHALL meet each of the following
requirements:

(a)  [The institution must be] IT IS a nonprofit
private college or university which WAS ESTABLISHED IN
THIS STATE PRIOR TO JULY 1, 1970, AND has been accredited
by the State [[Department]] BOARD of HIGHER Education;

(b)  [The institution must have been established in
this State prior to July 1, 1970;

(c)   The institution must maintain] IT MAINTAINS one
or more earned degree programs, OTHER THAN SEMINARIAN OR
THEOLOGICAL DEGREES; culminating in an associate of arts
or baccalaureate degree;

[ (d) The institution cannot be one awarding only
seminarian or theological degrees;

(e) The institution shall] (C) IT WILL submit all
new programs and major alterations of programs to the
[Maryland Council] STATE BOARD for Higher Education for
its review and recommendation regarding their initiation.

68.

The [Board of Public Works assisted by the Maryland
Council] STATE BOARD for Higher Education shall adopt
criteria and procedures, not inconsistent with this
subtitle, for the implementation and administration of
the aid program provided for by this subtitle, including
but not limited to criteria and procedures for the
submission of applications for aid under this subtitle,
for the verification of [[degrees conferred]] FULL TIME
EQUIVALENT STUDENT ENROLLMENT by the applicant private
institutions of higher education, for the submission of
reports or data concerning the utilization of these
moneys by such institutions, and for the method and times
during the fiscal year for paying the aid provided for by
this subtitle. THESE CRITERIA AND PROCEDURES SHALL BE
SUBJECT TO THE REVIEW OF THE BOARD OF PUBLIC WORKS.

74.

(a) The government of Morgan State University is
vested in the board of REGENTS OF Morgan State
University. The board shall be 12 [citizens of this
State] PERSONS FROM THE PUBLIC AT LARGE AND ONE PERSON
WHO IS A STUDENT IN GOOD STANDING AT THE UNIVERSITY, ALL
appointed by the Governor. Of those first appointed FROM
THE PUBLIC AT LARGE, four shall be appointed for a term
of two years, four for a term of four years, four for a
term of six years, and their successors for a term of six
years. THE TERM OF THE STUDENT MEMBER IS ONE YEAR. At
