(4) The Governor, the State Treasurer, and the State
Comptroller shall be notified of all meetings of the
board of regents and shall have authority to sit with the
board, which authority they may exercise at their
convenience. The State budget director, and the chairman
of the Senate finance and budget and taxation committees
and the chairman of the House ways and means and
appropriations committees shall be invited to sit with
the board in meetings at which requests for
appropriations are prepared.
(5) The University shall provide the STATE BOARD
FOR HIGHER EDUCATION, THE Board of Public Works, [or] AND
any member of the General Assembly, with any information
about any phase of operation of the University that may
be requested and shall make an annual report to the
General Assembly covering its work. Such annual report
shall clearly indicate, by donor and amount, and purpose,
unless the purpose must be withheld for reasons of
national security, all gifts, grants and dedicated funds
that may have been received by or made available to the
University during the period covered by the report.
(6) The University shall submit its request for
appropriations in detail to the Department of Budget and
[Procurement and shall have the right to use the
purchasing facilities of the department] FISCAL PLANNING
AND TO THE STATE BOARD FOR HIGHER EDUCATION. THE
UNIVERSITY MAY USE THE PURCHASING FACILITIES OF THE
DEPARTMENT OF GENERAL SERVICES.
(7) Appointments to all positions hitherto or
hereafter created at the University shall be made by the
board of regents, from nominations submitted to it by the
president of the University. The board may from time to
time delegate to the president the power to make any of
such appointments.
18.
[The] SUBJECT TO THE PROVISIONS OF §§31, 32 AND 32A
OF THIS ARTICLE, THE University of Maryland is authorized
and empowered to construct, maintain, equip, repair and
operate branches of the University within the
geographical confines of Baltimore County, Baltimore
City, the central Eastern Shore area, the central western
Maryland area and the southern Maryland area of this
State; provided, however, that as to any such branch, the
University shall, with regard to its nonacademic
personnel, employed and working therein, be subject to
the provisions of Article 64A of the Annotated Code of
Maryland (1957 Edition), title "Merit System"; and
provided further that all purchases made by such
facilities shall be subject to the authority of the
Central Purchasing Bureau, in accordance with the
provisions of §§ 28—33, inclusive, of Article 15A of the
Annotated Code of Maryland (1957 Edition).
