CHAPTER 399

(House Bill 605)

AN ACT concerning

Public Safety — Studies

FOR the purpose of authorizing the Secretary of Public
Safety and Correctional Services to authorize an
evaluation or study of any agency within the
Department of Public Safety and Correctional
Services; authorizing access to certain records by
the person, firm, or corporation making the study;
prohibiting the dissemination of [[such]] certain
information or records except to the Secretary;
providing for the submission of reports to the
Secretary; and authorizing the publication of such
reports, with an exception; and providing that this
Act is an emergency measure.

BY adding to

Article 41 - Governor - Executive and

Administrative Departments
Section 204C(g)
Annotated Code of Maryland
(1971 Replacement Volume and 1975 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 204C(g) be and it is hereby
added to Article 41 — Governor — Executive and
Administrative Departments, of the Annotated Code of
Maryland (1971 Replacement Volume and 1975 Supplement) to
read as follows:

204C.

(G)         THE SECRETARY OF PUBLIC SAFETY AND

CORRECTIONAL SERVICES MAY AUTHORIZE AN EVALUATION OR
STUDY OF THE OPERATION AND EFFECTIVENESS OF ANY AGENCY
WITHIN THE DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL
SERVICES. THE SECRETARY MAY MAKE AVAILABLE ANY INMATE,
INSTITUTIONAL, OR OTHER AGENCY RECORDS FOR PURPOSES OF
THE EVALUATION OR STUDY[[.]] TO A PERSON, FIRM, OR

CORPORATION AUTHORIZED TO CONDUCT A STUDY OR EVALUATION,
WHO MAY NOT TRANSMIT, BY ANY MEANS, ANY INFORMATION OR
RECORDS RECEIVED DURING THE COURSE OF THE STUDY OR
