EVALUATION OR STUDY SHALL BE REPORTED TO THE SECRETARY
AND [[MAY]] SHALL BE [[PUBLISHED]] RELEASED TO THE PUBLIC
BY THE SECRETARY, EXCEPT THAT [[THE INDIVIDUAL RECORD OF
ANY INMATE MAY NOT BE INCLUDED IN THE PUBLICATION]] ANY

RECORDS USED IN THE PUBLICATION SHALL NOT CONTAIN THE

NAME OF ANY INMATE UNLESS CONSENT IS OBTAINED FROM THE

INMATE AND THE SECRETARY.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 14-1107 be and it is hereby
added to Article - Commercial Law, of the Annotated Code
of Maryland (1975 Volume and 1975 Supplement) to read as
follows:

14-1107.

A PERSON MAY NOT SELL [[A]] ANY LADDER MANUFACTURED
AFTER JULY 1, 1976 WHICH IS MADE WITH MATERIAL CAPABLE OF
CONDUCTING AN ELECTRICAL CURRENT UNLESS:
